In accordance with the fact that there is no penalty for failing to follow the rules as written, save the rule that requires players to do so, without a penalty attached, a rule is merely a suggestion. Therefore I propose to amend this unfortunate scenario such that a player who fails to comply with any of the rules for proposing rules changes shall be docked -1 AT per rule they have violated. A grace period of 25 hours should be allowed from the original posting of the rule such that they can be informed an amend the mistake. Extra unnecessary text does not qualify as violating a rule, unless the rule expressly requires the extra text be avoided. During the 25 hour grace period, another player must inform the offending player of their mistake in order that the penalty should be counted. If this does not occur, then the penalty is to be ignored.

I propose to amend 203 with the following text entirely
There are 3 kinds of votes when voting on a rule-change: “for”, “against”, “abstain”.
To vote for a rule-change an eligible voter must leave a reaction under the message with the rule-change proposal:
- “for” - 👍
- “against” - 👎
- “abstain” - 🤔
The voting period for a rule change is 24 hours starting from the time it is proposed.
If an eligible voter fails to submit a vote within the voting period, or if they submit invalid or multiple votes, their vote is automatically counted as “abstain”.
An eligible voter may request an extension of the voting period by invoking Judgement and the Judge decides how long the extension should be. If an eligible voter is unable to invoke Judgement they cannot request an extension.
The voting is concluded once every eligible voter has voted or the voting period has ended.
A rule-change is adopted only if the voting has concluded and the ratio of “for” votes to the total number of non-abstain votes is above or equal to 2/3 (two thirds).

I propose to enact the following rule.
A player is a person that is a member of the MLP:CCG Discord Server playing the game.
Players are identified by their Discord account names. If a player changes their Discord account name they must declare that in #game-actions .
A person can become a player if and only if they are a non-player. To become a player a person must state in #game-actions that they become a player.
If a player has not taken any game actions for 168 hours they cease to be a player and become a non-player.
When a player forfeits the game they become a non-player. A non-player cannot become a player if they have been a player at any point in the last 168 hours.
A game action is one of the following (done in the proper manner):
- submitting a vote;
- starting a turn;
- becoming a player;
- any game action defined by this and other rules.
When this rule is enacted every person with the @Nomic role is automatically a player. This counts as a game action and it is taken on the behalf of those persons. Everyone else is a non-player.
